Jon W. Fullinwider
(Chief Information Officer, Saga Technologies)

Appointed in 1997 as the first Chief Information Officer of Los Angeles County, Jon retired in March 2008 after 11 years of service. During his tenure, he owned, led and managed an annual information technology budget exceeding $850M dollars for the largest local government in the United States. Responsible for all vision, strategy and direction for the effective use of technology as an enabler for improving County operations, his initiatives and efforts significantly enhanced the delivery of public services in the County.

Early-on Jon understood the value and potential of the Internet in the development of web-enabled services that would fundamentally change the way government conducted business and delivered services to the public. His vision and tenacity for effecting change was instrumental in moving the County of Los Angeles to the forefront as a national leader in the adoption of eGovernment services. 

Prior to his position with the County of Los Angeles, he served as the Chief Information Officer for the County of San Diego for 9 years. In this role Jon held responsibility for all information and telecommunications-based services in the fifth largest county in the United States. 

Before entering public service, he spent 12 years with Rockwell International, holding several executive positions and providing technology-based solutions to both corporate and government customers.

Currently Jon works in numerous capacities as a Thought Leader in technology led government and its impact on business operations and in the delivery of public centric services. From his public speaking to his engagements as a Senior Business and Technology Advisor to numerous domestic and international companies as well as through his services on numerous local, state and national boards of directors and advisory bodies, Jon seeks to ensure the role of information technology be seen as a strategic business enabler for effecting change and improving the delivery of public services.


Kenneth Mei
(Chief Technology Officer, Saga Technologies) 

Kenneth is driving leadership in technical direction of Saga Technologies, interfacing with customers and translating requirements into product features offerings. 

With over 30 years of enterprise software experience working in ECM (enterprise content management) and BPM (business process management), Mr. Mei has held senior positions in development, marketing, product management, technical consulting and international sales with global corporations including Wang Laboratories, Eastman Kodak, eistream, Global 360 and LCM group.

Having deep knowledge of standards like CMS, BPMN, XPDL, IHE, HL7, CDA and XDS, Kenneth participated in various international organizations; he is a WfMC (Workflow Management Coalition) fellow and currently holds the position of chairman of the external committee and active in promoting BPM standards, Kenneth frequently speaks at conferences worldwide.

He is a U.S. citizen, born in Hong Kong and raised in Singapore, lived in the U.S. since 1977. He is fluent in English and several Chinese dialects. Mr. Mei has a Computer Science degree from Rensselaer Polytechnic Institute, New York, USA.
